John Prokos. These plugins are not 64bit compatible. They will not work in future version of macOS which are 64bit only. David Hunter Todd B Had this same issue. They need to update their help info. On the Mac, it's not longer under Security, it's under Websites. It's in there, down on the lower left. You may have to go completely out of Safari and back in a time or two. PDFs don't load on the first attempt in Safari 7 and 6.1

Its worked for me. A block plugin doesn't become unblocked when you open the link in a new tab. One of my trade statement coming as link to pdf. If i clicks it, it shows blocked plug-in. When I right clicked and opened in new window it worked for me and still works fine for me. You pls check yourself and post back.

Depending what the underlying problem is, this does sometimes work. If the PDF is blocked by a bad content security policy on the site, then this can work around it in Safari. Refresh tab in Safari in that url is pdf file. And You will see pdf file inside Safari.
